Meet CJ

I’m Carl “CJ” Beard—a Navy veteran, educator, small business owner, and lifelong public servant—running for Galveston County Democratic Chairman. For more than 20 years, I’ve served veterans, families, and working people by helping them access benefits, recover from disasters, and navigate government systems. My experience spans public education, disaster recovery, workforce development, and congressional constituent services, including managing multimillion-dollar public programs and leading diverse teams. I hold a Master of Public Administration from Texas Southern University. I'm married to Ebony Beard, and together we are raising eight children—two certified math teachers, three attending colleges in Texas, and three who are school-aged—grounding my commitment to strong public schools, opportunity, and working families. I’m running to build a stronger, more inclusive Democratic Party through grassroots organizing, voter engagement, and support for Democratic candidates at every level across Galveston County.

1. Win What We Can, Build for the Future
Focus 60% of party resources on countywide races—especially Precinct 3—to protect Democratic presence, grow turnout, and prepare for future victories.
2. Unity After the Primary—Always
Once nominees are chosen, every Democrat works together to win the general election through coordinated messaging, fundraising, and turnout.
3. Grow and Repair Our Coalition
Rebuild trust with LULAC, NAACP, veterans’ groups, labor, educators, faith leaders, and grassroots organizations.
4. Stand With Workers, Teachers, and Families
Partner with unions and educators to defend public education, promote fair labor practices, and support working families.
5. Modernize the Party and Engage Youth
Invest in modern data, technology, and youth engagement to build lifelong Democratic voters.
Together, through strategic focus, accountability, and unity, we can build a stronger Democratic Party and achieve meaningful progress for Galveston County—now and into the future.
